Se encuentra abierta una vacante en el Programa de las Naciones Unidas para el Desarrollo, en La Paz, Bolivia.

The Human Rights National Officer (NO) in Bolivia will promote the work of international human rights mechanisms and support national authorities, UNCTs, and civil society organization in complying with their reporting obligations under the UPR and Treaty Bodies. The NO will assist in building the capacity of the UN country team, national authorities and civil society with regards the implementation of the human rights instruments and standards; will assist the UN country team in integrating human rights into programming, especially in relation to indigenous peoples, LGTBI population, afro descendant, civil liberties (i.e. Freedoms of Association. Expression, etc.), access to justice, due process of law and other issues mutually agreed with the counterparts.

Duties and Responsibilities

  • Provide advice and input to the Resident Coordinator on human rights issues.
  • Contribute to promote and disseminate international standards and principles; evaluate and provide legal analysis on international human rights norms, mechanisms and recommendations.
  • Contribute in the elaboration of thematic and analytical documents, as well as provide inputs to preparing documents and reports.
  • Contribute to the follow up of the human rights situation in the country.
  • Follow-up the recommendations issued by human rights mechanisms and procedures as well as treaty bodies in order to promote and provide advice aimed at their implementation.
  • Provide technical support to ensure the incorporation of the human rights based approach into the UN Development Assistance Framework (UNDAF) within the framework of the 2030 Agenda and the Sustainable Development Goals (SDG).
  • Conduct human rights workshops and seminars and provide assistance in capacity building and training activities.
  • Support the promotional and technical cooperation activities with the Government authorities, including Legislative Branch and the Judiciary in order to promote the harmonization of Bolivia’s law and judicial decisions with the international human rights standards.
  • Support the planning and execution of workshops and preparation of public events, including those together with governmental institutions, as well as with the civil society.
  • Provide technical assistance to the National Human Rights Institution.
  • Participate and promote activities and programs aimed at improving the empowerment of civil society organizations and individuals.
  • Other further activities assigned by the Regional Representative for South America.
